The upper eccentric provides an adjustable pedal ratio to fine tune clutch pedal effort(how heavy the pedal feels). The lower adjustment is to change the position of the clutch assist spring, this allows you to choose where the clutch assisting spring engages. Changing where the spring engages will move the area of tension on your clutch from lower, middle to higher for maximum adjustment.
